DC DHCF contracted Sandata Technologies as the mandated EVV data aggregator; all EVV data — whether captured via the state-supplied Sandata system or an approved alternate third-party EVV system — must flow through the Sandata aggregator before reaching MMIS. Providers may use the no-cost state-supplied Sandata system or a credentialed alternate EVV vendor of their choosing, making this an open model. Alternate EVV vendors must complete Sandata's credentialing process and pass connectivity testing before going live. Telephonic IVR is supported as a backup visit-capture method when GPS or mobile connectivity is unavailable.
What is EVV?
Electronic Visit Verification is the federal requirement (under the 21st Century Cures Act §12006) that personal-care and home-health visits paid by Medicaid be electronically captured at the point of care — who provided the service, who received it, where, when it started, and when it ended. CMS pushed enforcement to the states, which is why the day-to-day experience varies so much.
What "open model — choose any compliant vendor" means in District of Columbia
Providers may use the state-provided aggregator at no cost OR any third-party EVV system that meets the state's technical specification (often called "AltEVV"). Either way, visit data must reach the state in the required format.
