South Carolina has operated an EVV system since 2002 for its Community Long Term Care (CLTC) waivers, using AuthentiCare (formerly First Data, now Fiserv) as the state-mandated system — providers must use AuthentiCare's mobile app or IVR telephonic system directly and cannot substitute third-party EVV tools. EVV was extended in December 2022 to three SCDDSN-operated waivers (CS, HASCI, ID/RD) to comply with the 21st Century Cures Act, though the SCDDSN rollout experienced postponements. Telephonic capture via an Interactive Voice Response System (IVR) is an approved backup method, particularly for recipients without a smartphone.
What is EVV?
Electronic Visit Verification is the federal requirement (under the 21st Century Cures Act §12006) that personal-care and home-health visits paid by Medicaid be electronically captured at the point of care — who provided the service, who received it, where, when it started, and when it ended. CMS pushed enforcement to the states, which is why the day-to-day experience varies so much.
What "state-mandated aggregator" means in South Carolina
Every Medicaid-billing provider in this state must use the contracted aggregator. Visits captured in any other system have to be forwarded to the state aggregator before they can be billed.
