Wisconsin DHS selected Sandata as both the state-provided EVV system and the mandatory aggregator; providers may use an alternate EVV vendor provided it integrates with the Sandata aggregator. Three verified capture methods exist: the Sandata Mobile Connect (SMC) app, Telephonic Visit Verification (TVV) via the member's landline or fixed VoIP (cell phones not permitted for TVV), and a Fixed Visit Verification (FVV) device placed in the member's home for situations where neither app nor landline is available. Home health hard launch occurred October 1, 2024; personal care hard launch was May 1, 2023.
What is EVV?
Electronic Visit Verification is the federal requirement (under the 21st Century Cures Act §12006) that personal-care and home-health visits paid by Medicaid be electronically captured at the point of care — who provided the service, who received it, where, when it started, and when it ended. CMS pushed enforcement to the states, which is why the day-to-day experience varies so much.
What "open model — choose any compliant vendor" means in Wisconsin
Providers may use the state-provided aggregator at no cost OR any third-party EVV system that meets the state's technical specification (often called "AltEVV"). Either way, visit data must reach the state in the required format.

In open-model states, our visits are EVV-compliant on their own.
