Idaho operates a provider-choice EVV model under the 21st Century Cures Act: agencies select any compliant EVV vendor so long as it integrates with the state aggregator, Sandata. Gainwell Technologies serves as Idaho's MMIS fiscal agent and hosts provider-facing technical resources at idmedicaid.com, including the Sandata aggregator vendor integration specification. CMS confirmed Idaho achieved full EVV compliance for both personal care services and home health care services (compliance letter dated February 15, 2023). Telephonic (IVR) clock-in/out is a supported fallback method available through Sandata-integrated vendors when GPS or internet is unavailable at the visit site.
What is EVV?
Electronic Visit Verification is the federal requirement (under the 21st Century Cures Act §12006) that personal-care and home-health visits paid by Medicaid be electronically captured at the point of care — who provided the service, who received it, where, when it started, and when it ended. CMS pushed enforcement to the states, which is why the day-to-day experience varies so much.
What "state-offered with opt-out (choice model)" means in Idaho
The state offers a default aggregator (typically free) and lets providers opt out for a third-party vendor. The third-party path may require certification or interface fees.
